Preparation:&lt;br /&gt;
Chop the scallions.  Mix everything else but the pasta and chili oil in a small bowl; it will be too thick to come together.&lt;br /&gt;
&lt;br /&gt;
Cook the pasta; once the water is hot, scoop some out, add it to the sauce, and stir until you have a reasonably pourable sauce (this should be roughly half a cup, but do it smaller amounts at a time).  Once the pasta is cooked, drain it, then toss it with the sauce, scallions, and chili oil.&lt;br /&gt;
